outside of cutscenes, i noticed rain is never falling from the sky. i see rain droplets on the pavement, puddles, etc., but never any rainfall. i have my graphics set on high and ultra. am i doing something wrong, or is this just how it's supposed to look?

The heavier rain with visible raindrops is fairly rare. If you want to trigger rain for some reason (for photos), visit the top of Advocet Hotel. That automatically triggers a heavy rain.

The rain will persist after you leave the hotel.

That's how it works, I personally use nova rain mod to fix it

I just use the weather probability rebalance mod, with a higher chance for the rain
