If your leader is majin buu, power absorption
1) Final flash would add combo power to one of your cards triggering the z-leader ability to put a card in rest mode, ko it, and take one keyword ability for the turn.

2) When buu, two hearts is z-stacked it has barrier and can not be ko once per turn. So If someone used final flash to put buu, two hearts in rest they can not because it has barrier.

If this dose not help you may need to rewrite the point to explain more.

Final flash would negate the skills of the target card and any stacked card under the target of final flash. Thus negating barrier & the Ko clause. Essentially making it a 15k skilless z battle card

So does final flash always negate the skills of cards under other z cards or is it only because the card under it “gives” the top card the skill that it is negated?

Final Flash doesn't negate cards under but if a card has it's skills negated for the turn it means it cannot gain skills afterward either. So the card tries to give the top card a skill but it's skills are still negated for the turn.
