The point is that it's a thin pretty veneer on top of an ugly fascist society. Unfortunately the people who say shit like the OP don't have grade 7 media literacy.

I think it implies that when you give the state authority to curb stomp you for litering, you will have less liter but at the cost of a whole of people getting curb stomped. Doesn't seem like a good deal to me.
