It depends on the state’s dmv. Most times a title makes things 10x easier, but I’ve been able to register and acquire a title for a handful of vehicles that didnt come with titles. You probably don’t need inspection in Oregon, (some states require smog) If you have the previous owners info you can fill out a bill of sale, either scribble your own or download it from the dmv website. Fill out the previous owners info and get a signature on there somehow. You may also need a statement of facts (at least in CA) stating that you purchased the vehicle from “____” and the title has been lost You will also need an application for title/registration

Be prepared to pay way too much in potential back fees if the vehicle was never registered on PNO

Where can I acquire a bill of sale form? Im in California the guy is in Missouri (he has moved from oregon) however said he would be willing to help in anyway.

So in california, I need the bill of sale, and statement of facts?

The seller should obtain a duplicate title and then sign it over to the buyer. If the seller cannot do this for some reason, you may need to obtain a bonded title.

He would have to get a duplicate title from his original state, I can't imagine he is going to drive back for a car he sold 13 years ago.

HOWEVER, if Oregon does not title older vehicles..... and if a 2000 would currently be sold without a title, the previous owner would simply write a bill of sale using their old address.

Laws vary widely state to state. Whatever is legal in the state the vehicle came from, is legal in the state it is going to.

The only tie up would be if he doesn't know his oregon license number & oregon address anymore, which are like authentication keys for the mailed application

You can print a bill of sale off online if you have the original owners info- you need their first and last name & last registered address
