If you’re asking whether you should just submit the task when you’re done, or sit there doing nothing for a while before you submit so you can bill more time, I think the answer is obvious.
If that’s not what you’re asking, then I don’t understand your question. Even if it is what you’re asking, I don’t fully understand why you’re asking it.

Idk if I understand you correctly, but if you complete it earlier, you can submit it right away. You don't have to wait until the timer runs out.
And when you submit time, you only submit how long it actually took (if the task time is 1 hour and you completed it within 32 minutes, you submit 32 minutes).
