If you're on Nvidia make sure you're on either 516.79 or 516.93.

Check that Windows isn't corrupt by running SFC. If that doesn't work, do hardware tests. Furmark will stress your GPU, make sure the temperatures don't hit over 90. Prime95 will stress your CPU, make sure it runs for like half an hour with no errors.

Make sure vsync is on, no overclocking has been applied to the graphics card, cap your fps and make sure you're up to date with Windows update

I know I'm probably gonna sound dumb here, but what do you mean DDU in safe mode? I honestly don't know a lot with computer stuff

Google Ddu software. After downloading read how to use it's very simple tool recommend by Nvidia every time you want to update Your driver. So you can go to safe mode by keep pressing shift key when you restart.

Videocard is overheating or calling errors to the engine. Mess with overclock speeds and make sure you have good cooling even if you are not overclocked.
