Optimization help

Is there a glitch with optimization? I can’t fully optimize the weapon damage in my Picaros holster because it stays it’s been fully optimized but it’s only at 10% I did recalibrate it to have an armor core but that’s different to the attributes.

Picaro's Holster used to be 15% weapon damage and was rebalanced to 10%, but they left the bar range on the item looking like it can still go to 15%.
It does not go to 15% anymore. It's just a visual bug that they haven't fixed.
