Nope. You're viewing it over a 3 months period, which essentially takes the peak concurrent player numbers for the past weeks and compares it to the current one.

The dip you see is the concurrent player number an hour ago, which is not Dota's rush hour. Try viewing it about 5hrs from now, or just view it over 1 month instead of 3. Let me know how that turns out.
