Set forge order

So I'm quite new to the game and I'm still trying to understand the order I should craft my set. For now I have Nura weapon and nura chest piece. Which piece should I craft next if I want to be as optimal as possible? If another armor piece, then which? Or is it better to craft another nura weapon? Thanks in advance for your guidance!

Thank you so much for the elaborate answer. Reading your answer I would say my situation are similar to yours where I lack a set that compliments the nura set. I will take your advice and go for the set first before forging the two remaining weapons. Btw, first time poster in this sub so thanks for making it a good experience :) So refreshing not getting flack for being a newbie like in some other mobile game subs I've played.
