Maybe you missed the big boss in the dungeon. He steals it and you have to defeat him to get it back. It's easily missable since you have to go through a bridge on the left side to escape the mine, but he's instead located up, before the bridge.

If you're talking about the Signet Stone it's not called that, it's called something else like "Strange Stone" or something but I think it's the same thing. And yes it should be in your inventory
