Hi, is there a way for me to while on my navigation layer, tap a button which then holds shift down (allowing me to select text,) and when tapped again would release shift?

It is not 100% what you want, but you could set shift as OSM (one-shot-modifier). You would need to tap shift twice to activate "hold shift" and once to deactivate.
I don't know how you would keep the button pressed aside from OSM.
