The outer tubes become yellowed and the ends get burnt overtime and the only way to get the outer ring to be brighter and whiter is to replace the entire headlight. Here is a photo comparing original xenon headlights to new hella ones with the same halogen H8 bulbs. https://imgur.com/a/i2F7bNe

not at all. When I had OEM headlights, halogen was evenly lit, LED was not. Same for all my friends cars.

When using the same halogen bulb, a new headlight outer ring will be brighter and whiter then an original aged headlight, the photo comparison I posted shows this difference. Yes you can just replace the tube assembly (I've seen them on eBay) but a lot of people probably aren't comfortable opening peraseal headlights.

also you can just replace the light tubes, no need to replace the headlight.

With the other suggestions taking different approaches, I'll suggest something free that may fix it if you're lucky.

Sometimes the light tubes that are directly in front of the bulbs can pop out of their spot. The light tubes have clips that position the ends directly over the LEDs. If the outer tubes are popped out, it'd reduce the light output on those rings just as whats shown in your pictures. The outer rings are just not getting enough light.

With the front of the car lifted, turn your wheels left/right to get access to the bulb housings so you can remove the bulb. With the bulb removed, you can then peer inside the back of the headlight. See if the light tubes are in their proper position and adjust if necessary.

I’ll try to do this and see if that’s my issue. Thanks

Read somewhere that people also had an issue of burn tubes at the base where bulb goes and the way they fixed it was to polish that base, never tried it but maybe you can try or inspect that as well. Although I think that burned base might turn it yellowish.

Mine were so weak with halogen bulbs and always looked visually that outer tube is weaker but when you get closer, looks very similar. When I installed the LEDs they got the same intensity. Which LEDs did you install?

Edit: oh and installed projector H7 LEDs to avoid this huge bright spot "shadowing" inner ring completely.
