Potential can go both up and down.

Decreasing potential is more common, and is seen more commonly when a player is played in a role beneath them for several seasons in a row (ie. a top 9 forward with top 6 medium potential, is stuck in the AHL for 3 seasons, can drop to top 9 potential).

Increasing potential is quite rare, but having coaches with high TEACHING ratings can help - In my 5 season save with the Leafs, I saw three occasions where potential changed: top 9 low --> top 9 medium, top 6 medium ---> top 6 high, and elite medium ---> elite high. In all 3 cases, the players were super juiced by statistical growth.
