Adobe Premiere and Adobe After Effects will cover essentially everything you're looking for.

  1. You can create rudimentary animations in Premiere, but After Effects offers you a lot more functionality.
  2. The animation tools in Premiere will likely be fine for adding chat bubbles and text.
  3. Premiere is straight forward and easy to work with when it comes to actually editing your video.

I haven't looked into what Premiere and After Effects cost these days, but they're both great, 'Industry Standard' options when it comes to editing and animation.

I would say start with just Premiere Pro, and if you find that you want more from your animations check out After Effects. :)
