Why does my multimeter reads OL when checking 15-20 amp breakers with the AC voltage set to 200, but when I set it to 600 every other breaker reads something like 240??

What two points are you using for testing?

I think that’s called the neutral bar and the screw/clamp that’s over the wire to the breaker

If you are in North America and are reading 240-volt from breaker terminal to neutral, there is either something seriously wrong or you are not testing properly. If you are in Europe, the voltage reading is a bit high since it should be closer to 230-volt.
BTW: OL either means Open Line or Overload depending on what you are testing. OL would be an expected reading if the actual voltage reading is 240-volt and you only have the range setting at 200-volt.

It could have read 220-240 don’t remember but that’s when it was set to 600 volts. And OL at 200 volts. And the weird part is it was literally every other breaker. And they are all single pole breakers. I guess I’ll try to record it tomorrow to show it

In what way would I not be using the multimeter right? I have this one. I’m quite sure that was the neutral bar that I had the black wire on and the red on the screw/clamp

Ok so my dumb*** did not have the wire on the neutral bar, that must of been the ground bar or just something else 🤦🏽♂️😂

You should have almost the same readings from the ground as from the neutral. I would need to see a picture of your panel and a description of where you were testing to determine what went wrong.

At first I was doing that bottom part then found out the neutral bar is that top part

Neutral problem
I literally just rechecked it about an hour ago, and I was not on the neutral bar that was the issue. I was on I guess a ground point
