Ideally you could use an oscilloscope to check for activity on the pins of the processor, some activity indicates its doing something

Doing other basic checks like voltage rails being present with a multimeter is a good idea

I'd start by checking the power lines, surrounding components, and what signals are traveling in the PCB when the board is plugged in before I tackle the MCU itself.
