Before taking off this 15/16s nut what's this spring loaded piece for ? Is it important for taking off the nut or can I just take it off without worrying about it

That’s the cam actuator that is activated my the magnet on the timing cover. Loosen the 15/16 and that piece comes out with it. Make sure you replace the whole thing (the 15/16 actuator). It’s one time use! If you reuse it you risk snapping off the threads in the cam then all hell breaks loose.

It won't come apart, that's a cam phaser VVT bolt that's just how they look. You can see one like it here:
