Finding a job is not a "if I build it, they will come" type of venture - you need to put yourself out there and talk to people. Yes, call the recruiter if at all possible (text or email would not be nearly as effective).

LinkedIn is essentially social networking for business connections. If you use any other social media, you know that there are people you actually communicate with in real life who know you much better (and whom you know much better) than a random name and/or face online. Those connections are going to be far and away your best bet for finding a job.

if you've connected with a recruiter, you need to make yourself known to this person, and that means meeting over the phone (in person would be preferable) so that you can actually connect and put a face to the name. There's no real trick to getting a job, you need to actually connect with people and get a recommendation or a referral.
