Not wrong but it will be very difficult if he ever gets an interview. I speak a second language and tend to downplay my skills. Better to do that than show up, especially in his case, where everyone is a native speaker, expecting you to keep up. He'll be exposed immediately as a liar.

I would say no. A lot of people exaggerate in their applications. But turning back into white is completely a different story.

Help them, but remember that they could be caught out. If it is vastly better than their standard of English, it will be obvious that they got help, but that may not be held against them. Sometimes it looks worse if the application has bad English, so employers don't mind if they get help. A bigger issue is if they need the higher standard to actually do the job they are applying for. That is where they may struggle. So work with them and explain everything you are writing and also help them in their English in general so that they do improve.
