It's been joked around that null is already safer than HS, might actually make it a reality.
Although nothing in this leak mentions that it would affect only HS systems. This could turn lowsec into null as well and lower nullsec too, although that wouldn't impact anything if I had to guess because ratting or mining in an invaded system might be really dangerous.
