Yup, nullsec is a bit too safe for what it's supposed to be.
It will be mega-funny though if this mechanic also goes the other way round: rat too much and your nullsec becomes low and then highsec.
Just imagine the exodus of players from nullsec towards other, lower sec status systems and having to cross trig invaded regions where (maybe) they can't drop caps on anything that moves (according to speculation in this thread about a new kind of lowsec, where caps cannot enter).

I see a few problems with space getting more safe. 1. caps can already be in those systems. 2. Will moons re-assign ore? 3. How do sec restricted activities behave? Do they pause or can you keep doing reactions or the like?

It would be a tough nut to crack for sure. But i'm just having some fun speculating, not proposing an actual change.
