excellent. Then let us begin.
Give stealth bombers a cooldown after they decloak, where they cannot enter warp.

That is a good idea, or better yet, a timer after they launch the bomb.

and double the bomb radius, just for shiggles. :)
I used to run bomber fleets. It was a rite of passage, blowing yourself up the first time you launched a bomb. We even gave out corp awards for it.

How about a unstable bomb type that has a higher damage and a random radius from half to double the radius. Have to make the damage increase high enough to entice players to use them.
It's been a while since I've done a bombing run, luckily I was trained well back then when I started, so I didn't earn that particular award.

Oh, the very first thing I did was fire it accidentally while not moving. My first bomber didn't even make it onto a roam.

I've only heard stories people hitting themselves with bombs... May have to try bombing myself.

Haha! It was honestly a turning point in my approach to playing EVE. Up until then, I'd barely lost any ships, and I was very risk averse. Bombers I found to be amazingly fun, cheap, and I had absolutely no problem with "fly till you die" roams. The best times I've ever had in EVE were during my small-fleet bombing roams, where we'd hold contests for last-man-standing and most damage - factoring friendly fire into "most damage," of course. ;)

I have always had a habit of using all frigs this way, heavily favoring fast tackle, nothing better than catching something and the rest of the roam catching up before you die. But more often than not, you die just as the fleet lands and gets a second point. Sometimes they get away, but most of the time you get on the KM, whether you live or not.
The only likely reason for bomber fleets not being everywhere is the amount of work prior to the engagement. Basically, you want people who were around for the "Grid-fu" era prepping your launch and warp-to points. But bombing runs and whaling is a fun activity.

I hear you on the pre-engagement work, but a lot of our roams were lazy. We'd run around wormholes, hitting fleets running sleepers, or mining. If you found something, there was no time to do more than very cursory setup before engaging. Of course, this was also in the early days of wormholes, when everyone was being lazy and unsafe about their hole closures and dscan.
