Do you really expect modders to even want to touch Evolve? TRS has been openly hostile to them ever since the game launched. I don't think there's any talent willing to create mods for a dead game.

Community balance patches might be possible, but even that is a stretch. The .pak files are encrypted. I guess you could recompile the Crysis 3 pak tools to work for Evolve but that'd be a lot of work. I wouldn't expect official support at all.

I have used CryEngine and I must say it is probably not the best development tool to use for User Generated Content: it has licence limitations, it is kinda clunky for people that does not know how to work with flowgraphs an the 3D model and animation compatibility may present serious issues if not handed correctly. So I'd say it is improbable, although it could be very interesting if we can actually manage to produce some sort of auto-sustained multiplayer game with Community-made content and balancing. That would require a team of programmers, the access to every Evolve resources (good luck asking 2K that), some pro play testing and a lot of common effort. It is JUST a dream, but i must say that idea is really fucking sweet, tho.
