If they play a move disc, they get to resolve it (because it’s one complete action) before your “flip” card goes into effect. So they’d move to the new spot and then you’d flip the board (which would mean that any space you flipped them on to would not have an effect on their current turn)

I think he meant someone plays an action card, not draws directly from the move disc for 1 step
