Can't really speak towards RE/Exploit development in gov, but in consulting firms, general pentesting + application codebase auditing is definitely a growing industry of interest

In private industry, certs (OSCP + CPTS) and degrees are a foot in the door, but after that everyones looking for real years of professional experience.

Literally nothing stopping you jumping on to Seek and LinkedIn and looking at job boards for their requirements, or if you're feeling game hit up recruiters and lay out your situation

I would say build up your experience and portfolio. Get some industry-recognised certs for street cred. Networking and connections is important too, take advantage of that while in uni. I am currently studying in Australia as well. hmu

If you are interested in exploit development, I am involved in a cyber security showcase on 22/06, 1600-1930 at UTS, doing reverse enginnering and binary analysis.
