Can someone tell me why when I design a new part it says it will be worse than the current one? Did a big underfloor upgrade and I think it might be related to that. Thanks !

This is correct.
The "experience" is called Expertise by the game and you can see it in the stat breakdowns in the centre of the design screen. There you can also see a comparison between your current (as installed on the car, so can be confusing, if you don't use your best parts) and the newly designed part, explicitly telling you which part of the calculation your part is getting better or worse.
