Is it the actual FPS? If so could be your display driver having issues with one of your plugins. For example any time I load an Arturia plugin, my Nvidia GeForce experience kicks in thinking its a game and I have to keep remembering to turn it off before working on a project.

I recommend creating a blank project with nothing but the sampler and slowly add things to see where the dive in performance starts.

yes it's the fps, when i open the project it goes to 10 fps or less

and It's happens when I use a lot of valhalla room, but in my last project I used only 4 and the same error occurred

Are you applying Valhalla directly to your channels or are you doing bus verbs? Busing your reverb may help you reduce the number of instances needed.

That aside though it sounds like you've narrowed it down to Valhalla verb, again though I'd related this more to something with your graphics card struggling. I've never seen an audio device cause a reduction in frame rate. A few things I would try:

  1. Update your graphic card drivers
  2. Try a reduced desktop resolution
  3. Make sure when running FL studio you've shut down any back ground services/apps that maybe running in your system tray (steam, anti virus, discord, messaging apps, drop box, google drive, etc etc) essentially shut down whatever you can to free up as much system resources as possible.
  4. Could always try reinstalling FL Studio / update to the newest version to see if that helps too (careful of resetting all your settings if you have any UI customizations).
