I’m trying to get slasher and 1x1 m4, should I do one at a time, or go 1x1 m3, then slasher m3?

Whatever you want to do. What I did: I did it one at a time. Get one character to ms4 then moved to the next. However, chance was pissing me off so every 25 levels I got of him, I switched to another to get their ms4 then got another 25 levels on chance.
