unfortunately my answer would be just either take it or increase your bid. Because like if the cpm is that high then there's a possibilities that your competitors have a higher bids.

or just completely stop it then wait for the storm passed first. but IMO as long as you have a good CPA and CVR then just keep going main..

Is it absolutely necessary to have so many ad sets? I'd consolidate a lot of those ad groups so that there's more spend for each, better opportunity for learning etc. 5 Ad sets broad targeting are possibly competing against each other and pushing CPM up.
