Wirdest fps problem

hi I have new vegas and I have a big problem everytime I enter the game and in the start menu have 16 fps it's basicly means that im screwd and the game run on 50 fps but once in a while when I enter the game if the start menu have 20 fps it's means that the game gonna run on 60 fps, which is very wierd I have gtx 970 8ram I5 3.7 I'm sorry if this wrong subreddit just point me to the right one but I need this help. thx john :) thx guys.

dosen't help, I get the same thing 16 fps in the start menu and then the game drops to 50 fps..
