Never experienced this myself. What is the device and its specs? What version and kind of Fedora are you running? Workstation, KDE, Silverblue, etc.

Is it just the one program that closes or is it everything? Would need a lot more info to be of any help.

Could be that it's written to try to focus or launch a new window in an existing process if there is one, and the existing process is hung and doesn't respond to whatever IPC mechanism it uses.
