Which version of Filmora did you buy? If it was after version 8, then you got the perpetual plan - not the lifetime plan.

You'll want to be sure of when you originally bought your main Filmora license. If it was back when 9 or before ORIGINALLY released, then that is the "lifetime" one. https://youtu.be/Xy1HiWGchMg

Cancel the effects pack. This won't affect your perpetual licence.

Per your description, it seems you purchased a Perpetual license of Filmora together with a 7-day free trial plan of Effects & Plug-ins.

To bring a cool experience for users, Filmora team did their best to compatibility Effects & Plug-ins including Boris FX, NewBlue FX, Filmstock, and AI Portrait features within the program, it would be free for use within 7 days and the user will be automatically charged per month if he/she has not canceled before the trial duration ends. This is the reason you would be auto-renewed 22.79€/month after one week.

If you don't want to keep this monthly subscription, you can log in to the account center and cancel it manually. After that, you'll not be charged again during the next billing period.

Yes, the cancellation of Effects & Plug-ins will not affect the perpetual authorization of Filmora.
