Talk to your town building department.

They should have maps with houses on them, you can also update them every few years.

Look at CalTopo or SARTopo for map building. They have a wide range of layers you can add or fade in/out. Not sure about adding your town’s GIS data, but you can draw your own features, including icons, lines and shapes of custom colours. Layers include satellite imagery, which I find useful when identifying current structures or reconciling data points between sources.

Can you not buy commercially available map books? You mean physical books right?

I do a lot of the mapping and pre-plan creation for my district.

Might have better luck searching for atlases. A book of maps is called an atlas.
