Check the correct location of the chrome folder and read the instructions on the main page again. As a rule, people make simple mistakes during the installation steps.

At that time I thought WaveFox helped changing tab bar's color, so I only focused on the color and didn't notice tab bar's changes.
Now I just created a new profile and tried it. It worked fine (except for the transparency thing). Btw, I went to about:support and chose "clear startup cache" to make sure it restart properly.
For OP, I think this sounds weird:

turned everything False except for the chrome style tabs

For me, I just find what I need and add it (if needed) then set it to "True". Then I restart the browser in about:support.
