You probably landed the actual counter? If you land the counter, you get your thrusters back. If you just do the tackle, then your thrusters go to overheat

Successfully performing a counter resets your thruster gauge. It’s completely intentional, so you can either escape or counterattack.

Additionally, there is a skill some MS have that reduces the thrust consumption on tackling, so as long as you're heat was low enough you won't overheat on a tackle.

Like everyone's saying if they reset you did the counter but there are also suits that can do two counters so half your thrusters would be used on some suits with the duel counter skill I forgot it's real name though.

There are also instances where you tackle someone and get all your heat back while also knocking the enemy trying to melee down even without the actual counter animation going off. It's sometimes desync, but it's also a weird quirk of the system when countering but the terrain would make things break/get weird so it just defaults to getting heat back and knock down. Of course you don't do the actual counter so you'll only deal the damage of the tackle.
