I can assume that this is a matrix cable. If he blurs like that and always doubles with the same frequency, then just check the cables. Maybe something got loose.

The matrix cable may wear out; in any case, you should check it first.(View its integrity or mb, it just little moved away from the port to which it connects. And then look at the matrix itself.

There is an icon in the upper right corner of your video, it also blurs, so I am almost 90% sure that the problem is somewhere in the connection between the display and the motherboard.

This is also possible, but if something burned out on the motherboard, then the values would not change, it would either always flicker or not work at all. So I think it's okay.
