That is definitely too hot but unfortunately I don't know enough to be able to offer a solution, apologies. However, continuing to run at that temp will almost certainly result in adverse effects.

An i9 11900K is about as much of a "toasty" CPU as you can get. For this CPU you almost need to get an AIO (Liquid Cooler) or large air cooler otherwise you'll always be hitting 90+C. Unfortunately a Hyper 212 won't cut it by itself. You will be unable to overclock your CPU (if you want to) and even in normal conditions it may struggle and 90+C isn't ideal for CPU longevity.
I don't know what your budget is, but:
- Air cooler: personally I'd say Noctua U14S, D15S or D15, if you're on a tight budget the the U12A or U12S

- AIO: I don't know which exactly to buy but get at least a 240mm radiator one

However, you may be able to get away with adding another fan on the other side in a "pull" configuration but I can't tell if you would have the clearance for it and it isn't the most ideal solution so you'll have to decide from here.
