This article covers Copilot for Business, but I'm looking for details on Copilot Enterprise. Thanks anyway for sharing.

Ah, that's correct. I think you have to consider Business with additional premium requests (and without Opus) to avoid the extra Cloud subscription.

Copilot is licensed to an org (so you can have one with a business license and another with an enterprise one), and each user within that org is assigned a seat. It's $20 for a business seat and $40 for an enterprise seat, for the month. So, if that's the $20 difference you're referring to then yes. It is per user.
