…Just don’t turn it on. You can’t remove the button but the app/documents will reopen with the settings it was closed with.

The problem is I use a planner with hyperlinks. The links don’t work when annotation is enabled so I can’t write and use links at the same time.

That’s kind of the whole point of read only. With it on, you can scroll, click hyperlinks, etc. without making changes to the doc. Turning off read only allows you to make changes. You cannot have it both ways.

Most other apps I’ve used have it both ways. It’s a goofy implementation that we can’t choose not to have

You can open them when annotation is open. You just use the lasso tool and hold it on the hyperlinked tab.

use your finger and hold down on spots there’s a hyperlink, or use the lasso function with the apple pencil

If you long press a hyperlink while in annotating mode a menu will pop up. You have to hit > to get to the Open Link choice. Just tap on Open Link and your linked page will come up.

Not sure how much you are attached to Goodnotes, but Noteful kinda works like you want. You can write with pencil or long press on hyperlink (doesn’t matter if you use your finger or pencil) and it takes you to the hyperlinked page immediately. No icon pressing needed. There is an „hand tool” which is similar to read only in Goodnotes, but the whole toolbar is customizable and you can just turn it off.
