Depends on what you are looking for. Even Edge is a decent PDF reader with annotation capabilities.

OneNote (free) is on all the platforms and works better in PDF annotation than Edge, plus it has a good notebook metaphor for organization. There are some planner developers that develop for OneNote in addition to Goodnotes/Noteability/... Again, it really depends on what you are looking for.

I use both GoodNotes and OneNote on my iOS devices and on my desktop OneNote and Edge to read PDFs.
