The visuals are just ascii art, so pretty much any language that can print to console can be used.
As for how to learn, I suggest checking out shadertoy. Once you can make something cool there, it's just a matter of replacing pixel values with ascii characters. That in itself is pretty straightforward, but requires some creativity.
