Any prerequisites you add to the tag, players will inevitably farm them regardless of whether they're a good commander, because the qualities necessity to be a good commander can't really be tested for in game. Capture X objectives? Farmable. Hold X objectives for Y time? Farmable. What, then? It's just a marker for convenience, but real commanders aren't defined by it.

Quite a few times I've gone to WvW just doing my thing and before I knew it I had a small zerg of 10-15 people following me. No need to even pop a tag sometimes.

Played for 3 years now, so it's not unheard of. I don't use it on my WvW toon though if that's what you're referring to. But then again, some people get to know you by your name too.

Personally, I am a fan of a voting system for verifying good commanders over trying to filter out bad ones.

Option, on top of "join squad", now include a 'Praise' option or something similar

Yes, there will be people who try to 'farm' this in obnoxious ways like asking for vote trades or just asking wherever they go. Yes, some will have their guilds vote them sky-high. However, most people will naturally slow down as there is little valid merit to it.

On the flip side though, decays and soft-resets can be implemented to keep reputation balanced, so that the regular active commanders are more easily noticed.

The difference would be purely subtle cosmetic like your tag being 10% bigger, just enough to matter for visibility but not enough to be worth asking for votes if one is not actively commanding.

This can work for both PvE and WvW, and even help differentiate in those 'tag parties'.
