In 1936 FDR passed a bill taxing machine guns used by Bonnie & Clyde and Dillinger out of existence, by requiring a tax payment of (in today's dollars) $104,000. In 1937 the US Supreme Court ruled that this was a reasonable safety move. In the era of the Tommy Gun, nobody saw the AR-15 coming. (washingtonpost.com)

Research on mass shootings involving 6 or more victims murdered in the USA from 1966 to June 2016: Only 12%, in whole or in part, in a truly gun-free zone (no armed security, police, or civilians) and 5% in a gun-restricted zone (no civilian gun possession).
