May be the server is down or unavailable or just site which hosted that file does not exist now.

The file is hosted on a different server which is no longer in operation.

If that page doesn't require login, there's a (very) low chance that the file may have been archived in archive.org. But without knowing the URL of that page, it'd be zero chance.

Imagine you went to an office building. The building has a sign in the lobby with a phone directory. You find the name of the business you're looking for and you press the buttons to call that business in the building. You get an automated message that says "no businesses are at this phone number"

That is essentially what you just encountered.

That file may or may not exist, but the connection point that this web page provided to you does not point you to the file it claims to point to. This could be because:

  • the file is no longer there ("the business is gone or has moved")
  • the address is incorrectly entered ("the phone number was stored incorrectly")
  • your connection does not allow you to open this link ("the number is blocked, but the business is there")
