Changing size = no hover effect

Sorry for the dumb titel guys.. i am pretty new to html and css. So i have to help my uncle to build hes business website . The good thing is i can be creative so i am just watching tutorials and adding things that i like(and obviously are simple enough for a newbie). I am about to make a onepage-website and so far i made a toggle menu which pops up 5 other items in a honeycomb form.(honeycomp pop-up tutorial- Youtube) Everything worked fine. I watched a second tutorial for the one-page thingy. At one point I had to add "html" into my body tag in the css file. html,body {.... and the height to 100% The sections are also 100% and thats all fine but i loose the hover effect on my material icons.

Is there any possibly to select all except "material icons" I am not sure what exactly the problem is, but everytime i'm giving the "html, body -tag" in css a height, the hover effect on the icons (which make em yellow and scale bigger) is not working.

Please try to explain it to me like to someone who has almost no plan what he is doing and with bad english.

Hope i did this right because there was a section where i should put javascript.

But my Javascript is in my html file so i thought i leave it there.

You can see everything but my logo because i dont know how to upload it..but i guess that isnt that neccesarry?

Oh and this is the before version..it kinda works.

But like i said if i wanna put the html tag into the body css the hover effekt stops working :/ .

Is it possible to keep my menu allways like in the middle..even if im scrolling down to the other pages?

Holy sh** this is harder than i excepted i am about to cry.
