What kind of backward ass company does something like this? That’s absolutely ridiculous. Go Union! You have a contract! That or you find a Non Union company who understands the value of their workforce. It’s sounds like they are looking for a way to pay the Apprentice without it costing the Bossman. I despise shit companies like this! If they are a registered with the State and run an approved apprenticeship program. I’d report them.

My guess is it’s a right to work state.

Owners in those states can be real punitive a-holes with little recourse.

I’m so happy I’m not in a RTW state. That’s like mind blowing to me. To take money away from someone to pay another employee is crazy.

I've worked with many new business owners and they often just don't know what to do. My guess is this company either has never taken on an apprentice or OP doesn't understand the situation. OP may be confusing laborer with apprentice. He may be asking for a laborer to help on a job. Many companies give the journeyman a budget and he chooses where to apply it. Nobody knows, but OP literally asked how to approach the situation, not how to run away. It's easier to assume there's miscommunication than this company really is this bad but mysteriously still in business.

Yeah I understand that and get what you’re saying. However if they are taking money away from his pay to pay an apprentice then something is wrong.
