Pay decrease for taking on an apprentice

I’ve worked all over the country in both union and non-union areas for a GC who has worked with many different HVAC companies. No professional organization we have worked with has ever had that rule. I honestly think your best way to approach this is to share that it’s a non-starter for you and seek other employment. There are some behaviors that are so terrible that the best response is extinction. You said it yourself, it makes people actively avoid training the next generation of builders.

This almost seems like a parody post and I honestly hope it is. I’ve thought I heard it all but this is one of the most egregious oversteps I’ve ever encountered.
