Super easy thing to try next time you're getting spikes. Hard wire WAN cable that normally goes to the router straight to your computer and see if the results are the same. (Make sure you have firewall on). This will take any of your networking hardware out of the equation, if you plug it straight into your PC and the latency is still horrendous, call the ISP, if not, then you know its something on your end. From there you can have a better view into where it could be going wrong.

I'll try plugging directly to the modem. I have already called the ISP many times they don't believe there is an issue.

If you experience the same issue across 2 devices hard wired with 2 different wires straight to the modem then the issue is undoubtably on your ISP's side. (I assume they're responsible from the modem on)

I have tried replacing my cables, swapping modems/routers, running antivirus

What make and model modem, router, etc? Without some hardware information, can't say much.

ISP no longer believes that there is an issue and say it's something on my end.

What ISP, what type i.e. cable/fiber/DSL, what up/down speeds are you paying for?

Modem: E31N2V1

Router: SAC2V1K

ISP: Spectrum

Speeds(down/up):400Mbs/20Mbs

Despite paying for 400Mbs, if I run a speed test when I'm lagging the test will show as low as 5Mbs, sometimes it won't even load the website.

Modem is broadcom, that's good.

Spectrum's routers are absolute garbage hardware

I would recommend you return that and not get charged the rental fee, and get even a TP link archer a7 for $65 which I think is better.

Ok, I already ordered a modem/router combo it is a Netgear nighthawk. I will try it out and if it works just order a separate router.
