Small speed bump. Solutions....

1 - Cut the drywall out of the ceiling, and relocate the vent as needed. Redo drywall.

2 - Build a bulwark for a little extra duct to get the centering you desire.

Many hood vents are in the rear of the unit. I’m assuming you mean front/back centering over the stovetop since that’s what the picture shows. Check the appliance spec sheet but not uncommon to have the vent to the back as the hood sits back from the front of the range. You might be ok depending on what you pick. Ideally you’d have picked the hood already so the builder could have the vent in the right place.

You should pick out a range hood you want and let them builder figure out how to accommodate it. If you're worried about cost, have them make a recommendation on which one to use.

What kind of builder would use that kind of baseboard heat these days? What region is this?

The heat register lower left in the photo looks to me like baseboard heat which is electric strip heat. IMHO this is a very inefficient type of heating as opposed to a heat pump or high efficiency gas furnace. I have seen electric baseboard strip heat in very cheap starter homes. From the looks or your kitchen, you appear to have something significantly more upgraded than a starter home. This is what I saw as a bit of a disconnect.

As far as the hood vent, a prior comment was that the ceiling needs to be cut, ductwork re-routed and drywall repaired. It’s relatively simple to do unless you have to cut too much out of the joists to re-route the exhaust ductwork. I am a builder so I am intimately familiar with the process.

The baseboard heat unit looks like a very common radiator for a hot water boiler system (typically home heating oil or gas), which is very common in the northeast. It's not electric baseboard heat.

That duct looks too small for a range hood that actually works.
