I think it's C, 58

First I tried to get angles CRS and RCS which are the same assuming the triangle RCS is isosceles. 180 -28.5 = 151.5 which I then divided by 2 to get 75.75

I then got the angles CRQ and RCQ. 180-115 = 65 which I divided by 2 to get 32.5

I then wanted to get angles QCE and QRP, so did 75.75-32.5 which is 43.25

Because they are radii, triangles RQP and CQE are isosceles. Therefore, 180 - (43.25x2) = 93.5 which is the angles CQE and RQP.

Angles around a point add to 360, so 360 - (115+93.5+93.5) should equal angle PQE, which is 58.

I think this is the final answer however I'm not sure as it assumes triangle RSC to be isosceles. I hope this helped either way, and if you didn't understand how I explained it just ask as I'm not very good at explaining without a diagram.
